Job Description

Orbach Affordable Management is seeking a Regional Manager with a dynamic personality and strong people skills. This person will be required to have experience in Project Based Section 8 and LIHTC properties. The properties are in East Orange, NJ, Plainfield, NJ, Parsippany NJ, Trenton, NJ , total 645 units . The candidate must have prior experience working at multiple sites. The right candidate is expected to also have experience in staff supervision of 10 or more employees, oversee the spending on the budget/variance report, and pass MOR and NSPIRE inspections. The candidate must be willing to travel to multiple sites and stay overnight if necessary.

Responsibilities:

· Monitor Delinquency Report on a monthly basis to ensure rent is being collected and residents are placed in Landlord/Tenant Court.

· Ensure the properties comply with all local, state, and federal guidelines.

· Evaluate staff and recommend training where necessary.

· Oversee reporting due to the banks on a weekly and monthly basis.

· Oversee the annual reporting requirements to Appropriate Housing Agency.

· Ensure recertifications do not fall behind and help catch up when necessary as it is the overall responsibility of the Regional Manager to ensure the properties are meeting deadlines.

· Ensure all move-ins and move-outs are properly done and security deposits are returned within 30-days.

· Ensure all Property Managers comply with Audit and assist when the accounting department is not receiving requested documents.

· Hold Managers accountable for lack of performance.

· Help Managers with MOR process and review the response to appropriate Agencies.

· Prepare the maintenance of the building daily in preparation for an nSPIRE Inspection.

· Oversee the daily expenses at the properties to ensure spending is in line with the budget.

· Ensure Property Managers are complying with the rules for the waiting list, Affirmative Fair Housing Marketing Plan, Tenant Selection Plan, and company policy and procedures.

· Assist wherever necessary to overall meet the owner’s responsibilities for LIHTC and Section 8 programs in place.

· Oversee property & maintenance staff to ensure work orders and apartment turns are done in an efficient manner.

· Interview staff and set-up the offices as per management’s guidelines.

· Ensure professional behavior towards residents, employees, contractors, guests, and all people we come encounter with at the property level.

This position is classified as salaried and exempt in accordance with federal and state wage and hour regulations.

Requirements:

· Project Based Section 8: 5 years’ experience.

· LIHTC – 3 year’s experience preferred.

· Bi-lingual (Spanish/English) a plus.

· Knowledge in working in One-Site (Realpage)

· Must be a team player and be open to constructive criticism from Compliance and Facilities Department.

This position requires regular travel between sites and may involve overnight stays for up to five (5) consecutive days. Candidates must have reliable transportation to and from work and be able to accommodate travel and lodging needs for extended periods. The employer will consider reasonable transportation alternatives, including ride-hailing services, public transit, carpooling, or other comparable options.
